<p>Edinburgh City Council’s plans to build on the capital’s green spaces typify the modern day urban conflict between environment and development. The council’s recent Local Development Plan (LDP) sets out a range of proposals for the construction of new homes across much of the city’s green spaces between 2015 and 2025. Between 3750 and 5080 new homes are planned at sites across the capital – the bulk of which are located in Edinburgh’s west and southeast.</p>
<p>&nbsp;</p>
<p>The LDP has stated that development should be focused on four key areas – the city centre; the waterfront regeneration area in the North; west Edinburgh; and southeast Edinburgh. The city’s fast-growing population has placed greater demand on housing – development is inevitable. But the issue is <i>where</i> this development takes place. Duncan Campbell, member of Edinburgh’s Green belt network, said: “If you are going to develop anyway on green belt, mitigation must be of the highest quality so that impacts on the setting of the rest of the green belt is preserved.</p>
<p>&nbsp;</p>
<p>“City planners have a tremendous challenge which is emanating from the Scottish Government through national planning frameworks which place a primacy on growth, and the local authorities have to follow that instruction. If they don’t, there are penalties.”</p>
<p>Edinburgh’s planning convener, Ian Perry, recently stated “we expect the vast majority of the new homes to be built on existing and future brownfield sites, such as Leith or Granton. However, we still need to find some green field sites to meet the overall need for additional housing land.” But Mr Campbell says: “It is not beyond the wit of imaginative landscape design to use green space on brownfield sites, where you would be able to have low rise developments in those areas.”</p>
<p>&nbsp;</p>
<p>Achieving the right balance is key – and if more can be done to incorporate future brownfield sites into council plans, then environmental groups will be more willing to compromise. The danger amid the scuffles is that if insufficient land is identified where development is acceptable then the Scottish Government will take it on instead. That would mean losing control at a local level on decisions about where housing should go. Mr Perry says: “it may be time to review the whole process and revisit the question of how we handle Edinburgh’s growth and protect its green spaces.”</p>

<p>The Edinburgh International Festival has today announced it has appointed a new artistic director. Fergus Linehan, the former director of the Sydney International Festival as well as fomer Head of Music at the Sydney Opera House, will take over the role in October. He succeeds Jonathan Mills, who has been in charge at the festival for seven years.</p>
<p>Mills will step down after the 2014 festival, but Mr Linehan will work part-time as director designate from 1st May this year. He will step up to the role full-time from October 2014, which will mean 2015 will mark his first festival as director. He will remain in charge at the EIF until at least 2019.</p>
<p>Under Mr Linehan the annual turnover of the Sydney International Festival almost doubled, rising from $12m to $20m between 2004 and 2009, thanks to a rise in ticket sales, funding, and sponsorship.</p>
<p>Speaking of the appointment, Linehan said “I am delighted and deeply honoured to have been appointed as the next director of the Edinburgh international festival. I look forward to safeguarding the founding principles of the festival in ways which are engaging and relevant to all.</p>
<p>“Successful festivals respond to both place and provenance to create a unique identity and this is particularly true of Edinburgh, the pre-eminent festival city. It is with this in mind that I will begin the exciting work of developing my plans and ideas for 2015 and for future festivals”</p>
<p>Mills had previously faced criticism over his festival programmes, which some critics claimed were lacking in homegrown talent.</p>
<p>Edinburgh’s Lord Provost Donald Wilson also welcomed the appointment, saying “Fergus brings new skills, intellectual rigour and a highly successful track record to the Festival and the city.</p>
<p>“Having previously lived in Edinburgh and worked with companies visiting the city he is familiar with what the city can offer its residents as well as visitors and artists from around the world. I look forward to welcoming him back to Edinburgh and Scotland’s creative and vibrant cultural life.”</p>
<p>Cabinet Secretary for Culture and External Affairs Fiona Hyslop, added ‘The Edinburgh International Festival has a worldwide reputation for excellence and innovation. In bringing together exceptionally talented artists from nations across the globe, it helps to celebrate and promote Scotland’s rich culture and heritage on the world stage and strengthen our links with other countries. I welcome Fergus Linehan’s appointment as Director and wish him every success in the role.’</p>

Fenlon&#8217;s charges face Aberdeen, a side who they have not beaten in the league since May last year. However, Hibs face the Dons on the back of a thrilling Scottish Cup semi-final win against Falkirk, which saw them claim a 4 &#8211; 3 victory despite finishing the first half three goals down. Fenlon, however, is keen to push on and to focus on remaining league games, saying he is disappointed to have finished outside of the top six.</p>
<p>Fenlon also discusses the breakthrough of youngsters Alex Harris and Danny Handling, his reaction to Neil Lennon&#8217;s SFA woes and the imminent departure of Hibs top scorer Leigh Griffiths.</p>

				<content:encoded><![CDATA[<p>Edinburgh City Council has developed a proposal to improve the pedestrian space in the city centre, particularly in the area around Princes Street and George Street. The report focuses, specifically, on improving the pedestrian space and environment in line with the delivery of the tram project, which is due to be completed this Summer.</p>
<p>One of the methods of achieving this is providing an opportunity for dedicated cycle provision in the area, as well as reducing the detrimental impact of vehicles on the City Centre environment. The Council&#8217;s &#8216;Action Travel Action Plan&#8217; sets targets to provide significant improvements in the walking and cycling infrastructure of the city centre by 2020, and the promotion of these means of travel.</p>
<p>The proposal states that by managing the traffic movement of Lothian Buses, it would achieve these objectives. Eastbound buses on Princes Street maybe relocated to George Street effectively halving the number of buses on Princes Street. The proposal also sets to close Princes Street to general traffic in both directions, as well as to allow general traffic on George Street in an eastbound direction only, including taxis. The Council have also announced they are to massively reduce parking availability spots in the City Centre.  Josh Miller,  George Street Association, explained that &#8221;this will just not work.. People will not have to park their cars somewhere else, more inconvenient, and a lot of time will be wasted&#8217;. He argued that the &#8216;Council have not though through a viable alternative&#8217;.</p>
<p>Ian Perry, Planning Convener of the Council, said &#8216;Princes Street has been suffering from the trams, and economic downturn, s we have agreed to increase the pavement space and redress the balance and attract more pedestrians into the town centre and to get more people to shop&#8217;.</p>
<p>The results of the consultation will be the subject of a future report and any changes will then be practiced to test how successful they are.</p>

				<content:encoded><![CDATA[<p class="MsoNormal">The latest Bank of Scotland Report on jobs has shown an increase in the number of people who found permanent and part-time jobs. This indicates that the Scottish economy is slowly recovering from the recession. The report also showed an increase in labour market conditions, and an increase in pay for permanent and part-time jobs last month following a decline in February.</p>
<p class="MsoNormal">Donald Macrae, Chief Economist of the Bank of Scotland, explained that ‘’the number of people appointed to both permanent and temporary jobs rose while the number of vacancies increased’’.</p>
<p class="MsoNormal">The biggest recruitment improvement was seen in permanent staff placements, whereas in the rest of the UK permanent placements were the weakest in six months according to the Bank of Scotland Labour Market Barometer, scoring 52.3.</p>
<p class="MsoNormal">Scotland have generally shown greater signs of economic improvement than their UK counterparts. Recent official statistics showed that Scotland’s unemployment rate has fallen to below 200,000, for the first time more than three years. The Scottish jobless rate is 7.3% &#8211; below the UK average of 7.9%. Elsewhere in the UK, unemployment has risen by 70,000 to 2.56 million.</p>
<p class="MsoNormal">These results have raised the debate regarding whether Scotland, if they were to become Independent, would be better off economically-speaking. <span style="color:black;">Stuart McDonald. Of the Yes Scotland Campaign, argued ‘&#8217;By international standards Scotland is a wealthy and productive country, and we believe that if economic policy was decided here in Scotland, we could be doing so much better’.</span></p>
<p class="MsoNormal"><span style="color:black;">The Yes Scotland Campaign argued that Scotland still have a lot of work to do if they were to become Independent pointing to the successful economies of Scandinavian countries. McDonald explained that ‘Our unemployment rate may be lower than the UK&#8217;s &#8211; but other small countries like Denmark, Switzerland and Norway have unemployment rates which are a third or a half lower again’’.</span></p>

<p><strong>Boston Bomb Suspect May Never be Questioned</strong><br />
Dzhokhar Tsarnaev, the surviving suspect of the Boston Marathon bombings, remains in a serious condition in hospital. The 19 year old is apparently so seriously injured that communication is difficult, with interrogators facing the possibility that he may never be able to be questioned effectively.</p>
<p><strong>Damascus Massacre Rocks Syria</strong><br />
Reports of a massacre in Syria suggest that hundreds might have been left dead, after violent clashes in the capital city of Damascus. Syrian forces loyal to the President Bashar al-Assad have attacked residents in the city suburb, with opposition forces claiming up to 250 have died, including women and children.</p>
<p><strong>Burmese Police Filmed Ignoring Violence</strong><br />
Footage has emerged of Burmese police standing by as Buddhists attacked and killed a Muslim boy with a sword. The footage also shows police standing by while rioters  destroyed a Muslim shop in the country. It comes as the EU is set to lift sanctions against the troubled country.</p>
<p><strong>Guantanamo Inmates on Hunger Strike</strong><br />
Military officials have said that 84 of the remaining 166 inmates at the Guantanamo Bay detention camp are on hunger strike. Inmates continue to protest against their indefinite confinement at the controversial centre, where prisoners are alleged to be subject to abuse and violent interrogation.</p>

<p><strong>Poll Shows Immigration Concerns Unfounded</strong><br />
A survey has shown that the number of Romanian and Bulgarian immigrants planning on moving to the U.K is lower than expected. Work restrictions for the two countries are expiring later this year, sparking fears that there would be an influx of immigrants seeking work. However the poll suggests that most wouldn’t re-locate without a job offer.</p>
<p><strong>Suarez Faces Ban Over Bite</strong><br />
Liverpool footballer Luis Suarez has been fined by his club after biting Chelsea’s Branislav Ivanovic during yesterday’s match between the clubs. The FA are set to review footage of the incident before deciding whether to impose a retrospective ban. Suarez stayed on the field before scoring a late equalizing goal in the game, which finished 2-2.</p>
<p><strong>Cameron Defensive Over Nurse Plans</strong><br />
Plans to reform training for student nurses have been defended by Prime Minister David Cameron. The proposals have been blasted by the Royal College of Nurses, which also expressed concern over staffing levels. Cameron has said that the NHS should focus on the “level of care” provided.</p>
<p><strong>Google Hits Back at Tax Critics</strong><br />
Google have defended their tax record in the U.K, after facing damning criticism last year over allegedly avoiding corporation tax. Executive Chairman Eric Schmidt claimed that the internet giant, which has only paid £6m in corporation tax, was responsible for “billions of pounds of start-ups” in Britain.</p>
